Job Title: Program Officer

Location: Agudama, Yenagoa, Bayelsa State
Supervisor: Finance and Admin Officer

Basic Functions:    
                                     
Under the supervision of the admin and finance officer, the office assistant is responsible for undertaking day to day office support activities including but not limited to field work.

Duties and Responsibilities:

·        Responsible for undertaking day to day office support activities to include but not limited to telephony, mail, couriers and supplies.
·        Perform errands that assist daily functions: post office, bank, etc.
·        Maintains office schedule by picking-up and delivering items.
·        To provide assistance in preparing documents and reports
·        To ensure the front desk area to be cleaned and in tidy order 
·        To attend to visitors and direct them to relevant officer to attend to their needs
·        The Office Assistant will provide both secretarial and receptionist services by monitoring and operating computer work, typing, filing, receiving visitors, answering calls, opening and directing official mail
·        Any other duties as assigned by the supervisor


Qualifications and requirements:
  • SSCE/OND or its equivalent.
  • Basic computer Knowledge is Mandatory

Job Title: Finance and Administrative Officer
Location: Agudama, Yenagoa, Bayelsa State
Supervisor: Finance/Administrative Manager

Basic Functions:                                         
This position will report to the Finance/Administrative Manager and will be responsible for accounting and finance and overall administration for the state office and ensure compliance with the contractual requirements of Nigeria’s programs/projects with the objective of providing professional accountancy services consistent with generally accepted accounting principles.

Duties and Responsibilities:
  • Provide main support with problem resolution on cash accounts, bank resolutions, finance systems, resolution of audited questioned costs, and financial close outs at the state level.
  • Ensure the accurate keeping of all books of account for the office, including checking account, equipment and supply registers and all accounting records.
  • Prepare monthly and annual financial reports, including financial status of subprojects account activities.
  • Oversee contractual issues for the office. .
  • Provide support to and coordinate the With relevant parties from programs, finance and contracts and grants, develop subproject documents, work plans and budgets.
  • Serve as point of contact for logistical and administrative needs in the office.
  • Coordinate all administrative and secretarial support services for the field office (as relevant).
  • Keep proper office records/filings as appropriate. 
  • Record minutes of staff meetings and circulates same amongst the field staff.
  • Provide logistic support for workshops and trainings.
  • Coordinate all records/storage of supplies for the office.
  • Perform other duties as assigned.

Knowledge, skills and abilities:
  • Knowledge of local and donor contractual requirements and regulations
  • Knowledge of generally accepted accounting, budgeting and fiscal control theory and practices.
  • Budget development skills with multi funding sources and general ledger skills.
  • Ability to work with others and to develop and maintain compatibility among project staff.
  • Report on variances and status on regular basis.
  • Work independently with initiative to manage high volume work flow.
  • Demonstrated analytical skills in the interpretation of budgetary, financial and related management information.
  • Must have report writing skills and be able to communicate with impact.
  • Strong organizational skills and ability to prioritize and handle pressure situations.
  • Handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data.
  • Must exhibit high levels of professionalism, integrity and ethical values at all times.
  • Time management skills, both in planning and organizing work to meet deadlines.
  • Ability to effectively communicate financial and internal control issues to staff with little or no financial background.

Qualifications and requirements:
  • BS/BA degree in Accounting, Finance and Business Administration or its recognized equivalent.
  • Minimum of 1 year  experience in office management and administration.
  • Experience in managing financial records of donor-funded organizations, and familiarity with donor and local contractual procedures is an advantage.

Job Title: Program Officer
Location: Agudama, Yenagoa, Bayelsa State
Supervisor: Program Manager

Basic Functions:                                         
Under the supervision of the Program manager, the Program officer will in collaboration with other staff manage a range of duties related to grant solicitation and monitoring, program development, capacity building and oversight and providing programmatic technical assistance.

The Program officer will also assist the Program manager in coordinating activities related to local, state, and national bodies as needed, to promote the development of national standards in Programming.
The Program Officer will work in community-based programming, in close collaboration with CBOs, NGOs, FBOs, and other stakeholders.

Duties and Responsibilities:
·        Supervise the activities of  Grants and ensure compliance with national guidelines ;
·        Assist in pre-award activities including developing Calls for Proposals (APS/RFAs), review applications and participate in grants selection process, pre-award assessments, budget and cost analysis, sub-grant and subcontract negotiations, award and modifications.
·        Manage a large portfolio of sub-grants and subcontracts; functions include review and overseeing program implementation and budgets, financial and programmatic reports, program deliverables, through regular contact by phone, email, and site visits;
·        Performs programmatic and financial reviews of program applications as required and participate in the selection process, including assistance with the development of technical and cost questions for applications, as necessary;
·        Provides assistance to partners on a range of program management issues including work plan and budget development, M&E and program reporting.
·        Provide technical assistance in the implementation of  program activities;
·        Provide guidance and training in compliance with accepted policies and regulations, financial management, audit and closeout;
·        Ensure that activities listed in the action plan are implemented;
·        Accompany other program staff in site visits to ensure program implementation and compliance;
·        Assist in responding to donor request and preparing donors reports including work plans, quarterly and annual reports;
·        Perform administrative functions (maintain filling system, scheduling of meetings/ venues) as needed;
·        Represent the organization as requested in meeting with donor representatives, government, partners, applicants, and the public as required;
·        Keep abreast of developments in development work, document methodologies and results; develop best practice papers that can inform the organization.
·        Any other duties as assigned by the supervisor
